2. Identify opportunities, challenges and successes of the Blue Economy, comparing and creatively copying the best initiatives of organizations and countries;
3. Characterize organizations, policies, strategies, plans, projects and means of financing, building vision and enhancing the discovery of opportunities and dynamics of the blue economy.
