The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is a new agency, created to address the ongoing challenges of affordable housing in L.A. County. We help people stay in their homes and increase housing options in all communities of Los Angeles County.
Our agency, a special act agency operating pursuant to the Los Angeles County Regional Housing Finance Act (Senate Bill 679, as amended), was created by California state legislation sponsored by community organizations and housing experts, approved by the State Legislature, and signed by Governor Gavin Newsom.
We are governed by a Board of 22 Los Angeles County leaders, including elected officials and housing experts.

LACAHSA is seeking an experienced Deputy Chief Compliance Officer to play a pivotal role in advancing our mission to create equitable and sustainable housing solutions across Los Angeles County. Reporting to the Chief Financial Officer, this leader will help design, implement, and monitor LACAHSA’s compliance framework, ensuring that all programs, contracts, and initiatives uphold the highest standards of integrity, accountability, and public trust.
The Deputy Chief Compliance Officer will oversee all of LACAHSA’s compliance obligations as set forth in Senate Bill 679 (as amended), Measure A (The Affordable Housing, Homelessness Solutions, and Prevention Now Transactions and Use Tax Ordinance), internal policies and procedures, and transitional program guidelines. They will design and implement effective controls and procedures to ensure LACAHSA satisfies all such compliance obligations in a timely manner, building an infrastructure of trust, transparency, and operational excellence.
What You’ll Do
Self-starter: Capable of operating in a start-up environment with little guidance and a high degree of accountability; ability to build compliance infrastructure from scratch.
Communication: Ability to communicate up and across the organization, raising risks to the executive team, performing training, and increasing awareness throughout the organization.
Collaboration: Working across functions to gather the information needed to ensure that LACAHSA remains compliant with its obligations.
Integrity: Maintain and model the highest ethical standards.
What You Bring
We are committed to equitable compensation practices, and we offer an annual salary ranging from,
$205,015.00 to $225,015.00, depending on your experience and qualifications.

What You’ll Do
- Oversee compliance with Senate Bill 679, Measure A, internal policies and procedures, and transitional guidelines
- Create and update internal policies and procedures associated with LACAHSA’s compliance obligations
- Proactively identify and mitigate compliance-related risks, in collaboration with legal and finance teams
- Develop and implement ongoing compliance training programs for agency employees
- Investigate any allegations of non-compliance

What You Bring
- Bachelor’s degree in Law, Public Administration, Business Administration, or a related field from an accredited University
- 15 years of progressively responsible compliance, audit, or regulatory experience, preferably within a public agency, housing, or nonprofit environment
- Demonstrated expertise in developing and implementing compliance frameworks, internal controls, and risk mitigation strategies
- Strong knowledge of federal, state, and local compliance requirements and public sector governance
- Proven ability to communicate complex regulatory issues effectively to executives, stakeholders, and governing bodies

- Advanced degree (JD, MBA, or MPA) or relevant compliance certification (e.g., CCEP, CIA, CFE)
- 15 + years of progressively responsible compliance, audit, or regulatory experience, preferably within a public agency, housing, or nonprofit environment
- Experience working within a start-up, public agency, or quasi-governmental organization
- Familiarity with housing, finance, or community development compliance requirements
- Experience designing agency-wide compliance systems aligned with legislation such as SB 679 and Measure
- Technical Skills or Systems Knowledge (Microsoft 365 Suite, Excel, ERP, Sage, and Neighborly)
- Experience with implementing compliance management systems
