Summary
Supervises supply chain managers, professionals, and agreement staff; is responsible for the day-to-day
operations; and sets the overall general direction material management, and supply chain for NJ
TRANSIT under the leadership of Procurement & Logistics Department executives.
Roles And Responsibilities
- Inventory Planning & Management Responsibilities
- The Director is responsible for the overall supply chain strategy and management of all
- inventory and other materials, including warehouses and other satellite store locations.
- It is the Directors responsibility to develop, implement, measure, and adjust the strategy
- as need and market conditions evolve.
- The Director manages a team of professionals and agreement personnel to achieve these
- ends.
- Ensures that inventory is planned to adjust to adjust to changing user demands,
- preventative and routine maintenance to achieve an outcome of optimized material levels
- with appropriate safety stock and zero material outages.
- Manages or performs material planning team activities.
- Ensures that all inventory transactions are complete, and monitors, analyzes and takes
- corrective actions where appropriate. Maintains and assures adequate materials supply
- for running repairs and equipment at all locations including outlying facilities.
- Manages all warehouse activities.
- The Director ensures that all work is properly executed within the established Systems of
- Record, or, where manual processes are employed, properly maintains documents in
- conformance with document control policies.
- Champions the use of current systems and the development and deployment of new
- systems.
- Training Responsibilities
- The Director is a champion of training and professional development for their team.
- Assures that team members are current with all required training and have Development
- Plans, Goals, and Rated Accomplishments
- Leadership Responsibilities
- Optimizes the workload and assignments of the team and Department to efficiently
- support the supply chain needs of NJ TRANSIT.
- Expands expertise horizontally or vertically in procurement and encourages the
- development of team members expertise.
- Manages team members including coaching, mentoring, advising, career development,
- and succession planning.
- Reviews, corrects, and provides feedback on the work of the team or work performed
- under Director’s direction by other contributors.
- Collaborates with and advises colleagues on a regular basis to continuously improve the
- Procurement & Logistics Department.
- Provides advice to the leadership of the Procurement & Logistics Department as a
- member of the Procurement & Logistics Management Team.
- Other Responsibilities
- Plans, assigns, tracks, reports on team activities with the end result being professional,
- transparent, efficient execution of duties.
- Cultivates relationships with customers and client departments on their supply chain
- needs so as to reduce cycle time, reduce cost of inventory, and still dependably meet the
- needs of NJ TRANSIT in a timely manner.
- Ensure deliverables and timelines are met.
- Considers and promotes strategic solutions to create efficiencies and greatest value for
- NJTRANSIT.
- Works on special projects assigned by the Senior Director.
- Performs other duties as assigned by Procurement & Logistics Leadership.

- Bachelors degree and 15 years of related experience or any combination of equivalent education
- and relevant experience
- A Master's degree may be allowed to replace 5 years of experience.
- Masters degree, Professional License, or Certification preferred. The degree(s) must be in Business, Public Administration, Law, Engineering, Economics, IT or related degree area.
- Demonstrated experience managing a team of procurement professionals. Government sector experience preferred.
- Technology – Must be able to work proficiently in the following Systems of Record: ECMS,
- Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project,
- Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development.
- Systems may change over time.
- Communication
- Must be able to perform active listening and have excellent written and verbal communication
- skills required.
- Must be able to plan, develop, and deliver executive and board level presentations.
- Leadership
- A demonstrated track record of interacting with executive leadership and managing other
- professionals is required.
- A demonstrated track record of developing and implementing strategic solutions that advance the
- interests of the enterprise.
- Understanding of union agreements and managing agreement personnel.
- Procurement
- Must be able to use KPIs to optimize processes and organizations.
- Must be able to identify and understand trends in data and adjust actions accordingly.
- Must understand the technical requirements of buses, trains, and their parts.
- Must be proficient in perpetual inventory systems.
- Must have a working knowledge of inventory material management from planning through procurement
- to warehousing and distribution.
