Position Summary

This is technical field work inspecting coke plants.

An employee in this class makes observations while on site and makes detailed records of these observations of the plant practices, the condition and functioning of equipment, and the emissions from the plant. Reports are produced from the recorded observations that are detailed and comprehensive of findings with recommendations as to practices and procedures observed. Work is performed following established procedures under the supervision of a technical supervisor who makes assignments, reviews, reports and observes work in the field.

The employee works under uncomfortable conditions in close quarters with heavy machinery and high temperature equipment in all types of weather involving climbing atop coke ovens and working in a contaminated atmosphere requiring the use of safety shoes, safety glasses, helmet, hearing protection, safety clothes, and during many periods, a respirator. This position requires availability during daylight, evening, and weekend shifts

Duties

• Inspects coke oven plants including support facilities and off-site viewing areas on a continuing basis as assigned.
• Makes and records observations of plant practices, equipment and emissions using all senses.
• Performs opacity readings.
• Operates and reads instruments required for determining emissions and proper operations of equipment.
• Studies and evaluates results of observations.
• Writes detailed reports of findings.
• Makes recommendations as to practices observed.
• Appears as a witness in court when necessary to describe recorded observations and procedures used.
• Responds to Public Health emergencies as assigned by the Health Department.
• Performs other duties as required or requested.

• Perform basic math.

• Pass a certification test after one year of experience and training to conduct Method 303 visible emissions opacity tests and observations.

• Learn to use and make accurate readings from required instruments for this work.
• Testify to their recorded observations and compliance with standard procedures for making the observations.

• Work in uncomfortable working conditions: noisy, dusty, hot, humid, cold, smelly and other adverse conditions.
• Climb ladders and scaffolds on moving machines such as larry cars and pushers for the purpose of detailed observations.
• Work in a physically demanding environment with heavy equipment, machinery, climbing and congested and high traffic areas.
• Appear as a witness in court to explain comprehensively his observations and observation methods.
