The Senior Acquisition Specialist provides senior-level acquisition expertise for complex, high-dollar procurement actions in compliance with FAR, DFARS, agency policy, and applicable procurement regulations. This role supports specialized manufacturing and modernization requirements by helping translate technical needs into executable acquisition strategies, acquisition plans, market research, procurement schedules, milestone trackers, source selection documentation, and other required acquisition materials. The specialist coordinates with program, technical, contracting, budget, and leadership stakeholders to ensure requirements are clearly defined, risks are identified early, procurement timelines are realistic, and acquisition documentation is complete, compliant, and decision-ready. Through this support, the Senior Acquisition Specialist strengthens acquisition readiness, improves schedule discipline, reduces procurement risk, and helps advance mission-critical requirements from planning through award.
Key Responsibilities
- Develop complex, high-dollar acquisition strategies that comply with FAR, DFARS, agency policy, and applicable procurement regulations.
- Provide senior-level acquisition planning expertise for specialized manufacturing, modernization, industrial operations, and mission-critical procurement requirements.
- Translate technical requirements into clear, executable acquisition documentation, including Performance Work Statements (PWS), Statements of Work (SOW), acquisition plans, market research reports, evaluation criteria, and related procurement artifacts.
- Develop and support Justification and Approval documents, procurement request packages, milestone documentation, and other acquisition materials required to support timely procurement decisions.
- Use Oracle EBS Purchasing modules to support procurement planning, purchasing actions, requisition tracking, approval workflows, reporting, and acquisition status visibility.
- Use federal procurement purchasing and tracking systems to monitor milestones, identify schedule risks, maintain acquisition status, and support leadership reporting.
- Develop and maintain procurement schedules that align acquisition activities with project milestones, funding timelines, technical dependencies, and required approval gates.
- Advise stakeholders on procurement lead times, market research findings, acquisition alternatives, vendor availability, sourcing risks, and mitigation strategies.
- Support alignment of complex procurement schedules with ERP, WMS, warehouse modernization, manufacturing, or other operational improvement milestones, when applicable.
- Coordinate with program, technical, contracting, budget, and leadership stakeholders to resolve acquisition issues, clarify requirements, and keep procurement actions moving toward award.
- 10+ years of experience supporting federal acquisition planning, procurement strategy development, and complex contract actions in FAR/DFARS-regulated environments.
- Demonstrated experience developing acquisition approaches for high-value technical, manufacturing, modernization, industrial operations, logistics, supply chain, or mission-support requirements.
- Strong background preparing acquisition planning materials, procurement packages, justification documents, market research summaries, milestone trackers, decision briefings, and other contract support documentation.
- Experience supporting specialized or technical procurements that require coordination across program, contracting, engineering, budget, logistics, manufacturing, or operational stakeholders.
- Proficiency using Oracle E-Business Suite (EBS) Purchasing modules or similar enterprise procurement systems to support requisitions, approvals, procurement tracking, reporting, and status visibility.
- Experience using federal procurement, purchasing, workflow, or tracking systems to monitor acquisition milestones, identify schedule risks, and support leadership reporting.
- Ability to analyze procurement timelines, vendor/market information, requirement dependencies, and acquisition risks to help keep complex actions moving toward award.
- Strong written and verbal communication skills, with the ability to brief acquisition status, issues, risks, and recommendations to technical and senior leadership audiences.
- Experience advising senior leadership on acquisition strategy, procurement lead times, market conditions, sourcing options, schedule constraints, and risk mitigation.
- Experience supporting acquisitions tied to ERP, WMS, warehouse modernization, manufacturing modernization, supply chain, logistics, or operational improvement initiatives.
- Experience working in high-security, defense, industrial manufacturing, federal production, supply chain, or mission-critical operational environments.
- Professional certification such as Lean Six Sigma Black Belt, PMP, FAC-C, DAWIA, or comparable acquisition, contracting, project management, or process improvement credential.
- Experience helping organizations improve acquisition workflows, reduce procurement delays, strengthen documentation quality, or improve procurement status visibility.
