Job Summary

The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations to deliver exceptional family-focused services to the community and its residents.

This position is located in the Office of Planning, Policy and Program Support (OPPPS), in the Child and Family Services Agency (CFSA). The position is responsible for implementing, analyzing, and evaluating the effectiveness of program operations in meeting established goals and objectives. Prepares and disseminates final reports, recommendations and other programmatic information to CFSA program managers and external partners.

Duties And Responsibilities

The Management Analyst duties and responsibilities include but not limited to:

  • Implements and prioritizes special projects, concepts, initiatives, and strategies informed by the framework of strategic planning for the assigned projects/programs for the Office of Policy, Planning, and Program Support. Provides follow-up on key activities.
  • Designs, develops, implements, and evaluates initiatives and management tools by determining objectives, action steps, task owners, and timeframes for the assigned projects/programs. Facilitates efforts to implement quality initiatives by providing continuous review and evaluation of plans, policies, practices, and procedures to ensure the utilization of these tools Agency-wide to produce results necessary to develop and sustain effective program implementation. Develops mapping process and analyzes data. Makes verbal presentations and edits protocols.
  • Analyzes and evaluates management information requirements, to include STAAND data, any internal or external case reviews; new or proposed legislation or regulations; and new or modified administrative program policies, regulations, goals, or objectives, to assure compliance with District, Federal or court compliance.
  • Develops program or administrative reporting systems to coordinate and stage the work of multiple parties and/or workgroups, in collaboration with the managers in the Office of Policy, Planning and Program Support.
  • Evaluates the impact of data on program operations and management, including systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
  • Ensures reports are developed to provide the data needed for usage by the Deputy Director as well as other key program managers.
  • Leads work groups and small and large meetings of staff and stakeholders at all levels for discussion and decision-making to facilitate completion of projects. Plans and staffs key meetings and committees.
  • Contributes specialized knowledge in research design and evaluation to various grant proposals, demonstration and research projects within the agency and between partnering agencies.
  • Performs other related duties as assigned.

Qualifications

  • Master level required in Human Services, Social Work or Public Administration or equivalent.
  • Thorough knowledge of the agency's mission, programs, activities, policies, objectives, management principles and processes.
  • In-depth skill in applying implementation science, analytical and evaluative methods and techniques to include analysis of both quantitative and qualitative data to assist in developing new procedures and approaches to identify and resolve significant issues and problems, to draft status reports.
  • Comprehensive knowledge of quantitative and qualitative techniques for measuring effectiveness, efficiency, and productivity.
  • Thorough knowledge of child welfare, to assess the feasibility of current operating programs to establish more effective methods of operation including placement, permanency, and older youth outcomes.
  • Thorough knowledge of CFSA policies and procedures, Federal and District legislation and regulations that govern and affect child welfare services and programs directed by the Deputy Director.
  • Strong verbal communication skills and writing skills to make presentations in meetings, conduct group sessions, draft reports, and make recommendations on complex issues.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.

Education

Master’s degree in Business Administration, Public Administration, Human Services, Social Work, Data Analytics or in a closely related field and three (3) years of directly related work experience is highly preferred.

Work Experience

Must possess at least one (1) year of specialized experience equivalent to at least next lower grade in the District of Columbia government service or its non-District equivalent. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

Experience with business intelligence software (such as QuickBase, M-Suite, etc.) is preferred.

Tour of Duty: Monday - Friday, normal business hours.

Pay, Plan, Series & Grade: CS-343-13

Position Designation: This position is deemed as “security” and “emergency” pursuant to DPM Chapters 4 (Suitability) and 12 (Essential and Emergency Employees). The incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.

Residency Preference: Applicants claiming "Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.
