Job Purpose
To act as a focal point of people expertise and a facilitator for the management team and share the responsibility for the goals and targets delivery through engaging on a regular basis with stakeholders to reduce employment-related risks, providing strategic support and guidance on staffing, restructuring, and succession planning, preparing development plans for the key employees and high potential employees, identifying employees ready for promotion and rotation, and actively supporting discussions and transferring best practices from different functions in alignment with the business objective of the Bank.

Major Areas of Responsibility
- Perform local human resources reference through collecting information and analyzing staff’s issue, complaints, and staff’s enquiries to properly and timely respond according to human resource policies, procedures, and guideline.
- Prepare report and proposal of human resources references for the line manager and provincial managers.
- Actively involve in human resources process including recruitment, training, Employee Relations, HR Administration, internal transfer, and staff promotion to ensure consistency, transparency, and inclusiveness.
- Conduct exit-interview with pre-resigning and resigning staff to collect actual main reason of leaving for analysis, proper report, and proposal of actions.
- Complete tasks of following up staff movements, completion-of-probation staff, staff resignation and termination, and other staff documentation in a timely manner and in compliance to Human Resources Policy.
- Collect, monitor, review, and analyze discussion result of staff along with providing consultations to relevant stakeholders in a timely and effective manner.
- Build and maintain a strong business relationship with personnel from various functions for a smooth daily operation.
- Actively identify gaps, propose plans, and implement changes when necessary to cover risks.
- Work at various operational levels with multiple stakeholders.
- Provide advice, guidance, and support to all staff and managers in the bank including high-level people management and development support when necessary.
- Verify recruitment request from the Hiring Manager before submission for CHRO’s approval.
- Work closely with key personnel in the Branches to select and develop key talent for filling in critical roles.
- Provide day-to-day support on performance management through coaching, counseling, career development, disciplinary actions, etc.
- Meet on a regular basis with stakeholders to provide advice, guidance, or services of HR process and policies when necessary.
- Work closely with the stakeholders and employees to maintain good working environment, improve work relationships, build engagement, and increase productivity and retention.
- Constantly follow up the employment laws and regulations, legal requirements regarding employment to ensure compliance.
- Facilitate stakeholders in dealing with changes, rules and policies, new processes, and implementation in the Bank.
- Actively participate in recruitment campaigns, job fairs, general networking, etc. to ensure robust candidate pipeline.
- Other tasks as assigned by Line Manager.
Qualifications
- Bachelor’s degree in labor and Industrial Relations, Human Resources Management, Law, Industrial or Organizational Psychology, Public Administration, or related fields.
- Minimum two years of working experience in human resources management, resolving complex employee relations issues, and multiple human resources disciplines including compensation practices, organizational diagnosis, employee relations, diversity, performance management, and employment laws.
- Knowledge of HR process, procedures, and policies and strong track record of developing and implementing policy.
- Strong demonstration of team management and leadership skills.
- Knowledge of Cambodian labor law and rules.
- Demonstration of creative thinking skills.
- Strong negotiation and internal relationship building skills.
- Strong time management and priorities management Skills.
- Good presentation and interpersonal skills.
- Good analytical and problem-solving skills.
- Proven ability to work effectively in teams and with individuals at all levels within the organization.
- Ability to use and communicate in both Khmer and English and/or other languages.
- Proficient Microsoft Office and Bank’s software.
- Dedication to details and accuracy.
