Innovation & Learning Manager - Finance Department

Médecins Sans Frontières Operational Centre Amsterdam (MSF OCA) is undergoing a significant reorganisation of its Finance Department. Historically organised along a split between Programs and Headquarters, Finance is moving towards an integrated, global functional model designed to better support MSF OCA's strategic direction.


This new model brings together expertise across geographies and teams and is structured around three core functions:

  • Global Accounting
  • Financial Planning and Analysis (FP&A)
  • Innovation and Learning


The Innovation and Learning pillar functions as the department’s internal change engine, supporting transformation, continuous improvement, and capability building across global finance teams. The Innovation and Learning function is internally known as FUSE, standing for Finance Upgrading Systems and Expertise.


We are recruiting an Innovation and Learning Manager to lead this pillar. The role reports to the Director of Finance and Business Operations and manages a small, specialised team.


Objective – why this role matters

This role is essential to making the new Finance model work in practice. The Innovation and Learning Manager enables Accounting and FP&A to successfully adopt new processes, systems, and ways of working, while also supporting finance-related projects originating from other departments.


You will identify improvement opportunities within the Finance Department itself, prioritise them, and drive their implementation through disciplined project management approaches. Equally important is the learning dimension of the role: ensuring that people are supported in developing new skills and capabilities and brought along through change in a sustainable and engaging way.

The role balances ambition with pragmatism, turning ideas into realistic, people-centred improvements with real impact.


Key Responsibilities

As Innovation and Learning Manager, you will:

  • Lead and develop the Innovation and Learning (FUSE) team and create a safe, outstanding working environment
  • Contribute to defining and implementing the Finance Department’s innovation, learning, and continuous improvement strategy
  • Identify and prioritise process improvement, digital innovation, and learning needs across HQ and operational finance stakeholders
  • Support Accounting and FP&A in onboarding new systems, processes, and ways of working, as well as finance-related projects from other departments
  • Oversee the design, testing, documentation, and scale-up of finance process improvements and innovations using structured methodologies
  • Coordinate change management, learning, and capacity-strengthening initiatives linked to finance systems and processes
  • Facilitate stakeholder engagement, workshops, and communication to ensure that country program realities and user needs are reflected
  • Monitor impact, define indicators, and report on innovation, process improvement, and learning outcomes
  • Lead selected improvement and transformation projects


What We’re Looking For

  • You are a change-oriented leader who understands both the technical and human sides of getting things done.
  • You bring a transformation or change management mindset and are comfortable working in complex, stakeholder-rich environments. You understand MSF’s culture and know that meaningful change takes time, patience, and strong relationships. You invest in stakeholder engagement, clarify requirements, unblock your team’s work, and are not afraid to get your hands dirty by running projects yourself when needed.
  • You are resilient and not easily dissuaded by setbacks. When initiatives slow down or encounter resistance, you know how to adapt, reframe, and motivate people forward. You are a natural relationship builder with sensitivity to organisational dynamics and a strong sense for when to push and when to listen.


Candidate Profile

  • Master’s degree in a relevant field
  • Experience in project management, (financial) process improvement, and coaching & learning
  • Proven experience leading transformation or continuous improvement initiatives in complex organisations
  • Strong skills in structured project management and change methodologies
  • Ability to translate ideas into practical, scalable solutions
  • Fluency in English required, other languages are an asset
  • Willingness to occasionally travel to MSF meetings country programs

We Offer

An exciting opportunity to shape a new function within a major international organization.


A Dutch employment contract (40 hours/week), with a preferred start date of 1 July 2026. One-year contract with renewal option, subject to performance. This is a structural position.


Gross monthly salary between €4,875 and €6,711 (full-time), depending on experience.
