Summary

You will serve as a COMMUNICATIONS CLERK (OA) in the Yokosuka BCO Division (N94) of NAVCOMTELSTA FAR EAST.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

Help

  • You will be responsible for coordinating ship connections for both, home ported and visiting ships.
  • You will operate ordinary vehicle to conduct mail runs and courier duties as required, to banks, credit unions, post office and customer activity locations.
  • You will be responsible for typing and processing official and unofficial Telecommunications service Request (TSR) and customer service agreements (CSA) to activate, change or deactivate telephone service.
  • You will prepare and mails monthly bills for customers, maintain payment records, posting charges and payments. Payment information is received daily from the PDC comptroller’s office.
  • You will receive request for all Telephone Service, and Data request for connections, disconnections, moves, additions and changes, etc. making sure all information is correct prior to forwarding request to the appropriate work center.

  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by having the following:

  • Basic understanding of Telephone Service to receive and process requests, to include preparing monthly bills, maintaining payment records, and posting charges and payments.
  • Knowledge of general clerical procedures and office functions.
  • Able to operate a computer and office equipment, including but not limited to printers, fax machines, and copiers.
  • Understanding and experience in using Miscrosoft365 Suite and Adobe Acrobat to perform administrative duties.
  • Using information systems to input and maintain data for a large number of customers and contacts.
  • Prior experience in Customer Service to act as a liaison for English speaking customers to answer questions and resolve customer complaints.
  • Effective oral and written communication skills to explain to customers NCTS FE instructions and policies.

This position is within the Work Category Technician & Administrative Support at Work Level Entry/Developmental, Series and Grade GG-04.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.
