The City of Laguna Beach is seeking an experienced and innovative Human Resources professional to join our Human Resources & Risk Management Department as a Human Resources Analyst or Senior Human Resources Analyst, depending on qualifications and experience.
This position offers a unique opportunity to support a broad range of human resources functions, including recruitment and selection, benefits administration, onboarding and offboarding, classification and compensation, employee and labor relations, organizational development, and other strategic HR initiatives. The successful candidate will serve as a trusted partner to departments throughout the organization, helping attract, develop, and retain a talented workforce while delivering exceptional public service.

What You'll Do
- Coordinate and administer recruitment and selection activities.
- Administer employee onboarding and offboarding processes.
- Support employee benefits administration and employee inquiries.
- Conduct classification and compensation studies.
- Interpret personnel policies, labor agreements, and employment laws.
- Maintain HRIS data integrity and prepare workforce reports.
- Assist with employee relations, investigations, and performance management.
- Support labor relations, training, wellness, and special projects.
- Partner with departments to provide responsive HR solutions.

Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying.

Supplemental Information
This recruitment will establish an eligibility list that may be used to fill future vacancies in the same or lower classifications.
Application/Selection Process: Applications will be screened carefully, and selected applicants will be invited to participate in the Structured Panel Interview. The appointing hiring authority will further review the job-related qualifications of those deemed eligible for hire before making selection decisions. The selection process may be modified based on the needs of the City.
Pre-employment Process: Selected candidates must successfully pass a fingerprint check with the State Department of Justice. Education and employment verification and reference check(s) will also be conducted.
