Position Summary

The Manager of Finance and Human Resources Operations is a senior operational management position responsible for the oversight and delivery of financial services and for providing coordinated human resources operational support within Nisga'a School District 92.

Under the direction of the Secretary‑Treasurer, this position has primary responsibility for financial operations including budgeting support, financial reporting, internal controls, procurement, and audit coordination. In the area of human resources, the role functions in a support and coordination capacity, assisting the Senior Manager of Human Resources with the execution of key human resources processes, documentation, and compliance activities.

The position supports organizational effectiveness by ensuring sound financial stewardship and by contributing to timely, accurate, and consistent human resources administration across the District, while respecting established leadership roles and governance structures.

Key Areas of Responsibility

  • Financial Operations and Support

Provide operational oversight for district financial services under the direction of the Secretary‑Treasurer.

Assist with the preparation, implementation, and monitoring of the annual operating budget and financial forecasts.

Ensure accurate and timely maintenance of financial records and financial data integrity.

Prepare routine financial reports, summaries, and analyses for senior leadership, the Board of Education, and the Ministry of Education and Child Care.

Monitor revenues and expenditures, identify variances, and

provide explanations and supporting information as required.

  • Financial Compliance, Controls, and Audit Support

Ensure adherence to district financial policies, procedures,

and applicable legislation.

Support the maintenance of internal financial controls and

documented procedures.

Coordinate audit preparation activities including working

papers, schedules, and documentation.

Support follow‑up actions related to audit findings under

the direction of the Secretary‑Treasurer.

  • Procurement and Contract Administration

Oversee operational procurement processes in accordance with

district purchasing policies and procedures.

Support tendering processes, service agreements, and vendor

documentation.

Maintain vendor files and assist with contract tracking and

compliance reporting.

  • Human Resources Operational Support

Provide operational support to the Senior Manager of Human

Resources in the delivery of district human resources services.

Assist with recruitment and staffing processes including job

postings, interview coordination, offer documentation, and onboarding

processes.

Support the preparation and maintenance of employee records,

contracts, salary placement documentation, and employment files.

Coordinate payroll onboarding and benefits administration in

collaboration with finance staff and external service providers.

Ensure HR documentation is accurate, timely, and compliant

with district practices and legislation.

  • Collective Agreement and HR Administration Support

Provide administrative and analytical support related to the

application of collective agreements for BCTF, NTU, and CUPE employees.

Assist with tracking staffing changes, leaves, and

employment status updates in accordance with collective agreements.

Support grievance and employee relations processes by

preparing documentation, tracking timelines, and maintaining records as

directed by senior HR leadership.

Serve as a resource for administrators by assisting with

interpretation references and procedural guidance, without assuming a decision‑making

or leadership role.

  • Employee Absence, Leave, and Safety Coordination

Assist with employee leave administration including sick

leave, vacations, and statutory leaves.

Support WorkSafeBC claims administration, documentation, and

reporting processes.

Assist with accommodations and return‑to‑work coordination

as directed by senior HR leadership.

Support Joint Occupational Health and Safety committee

record‑keeping and reporting requirements.

  • Policy, Procedures, and Organizational Support

Assist with the implementation and administration of Board

policies and administrative procedures related to finance and human resources.

Support data collection, reporting, and record‑keeping

required for workforce planning and compliance.

Provide guidance and operational support to school

administrators and district staff on established financial and HR processes.

Contribute to a service‑oriented, collaborative, and

respectful organizational culture.

  • Communication and Internal Support

Respond to routine financial and HR process inquiries from

schools and departments.

Communicate procedural and operational information clearly

to staff and administrators.

Maintain effective working relationships with district

colleagues, external service providers, and government agencies.

Participate in district committees and initiatives as

assigned.

Qualifications

Education and Experience

Post‑secondary degree or diploma in Finance, Accounting,

Business Administration, Human Resources, or a related field, or an equivalent

combination of education and experience.

Demonstrated experience in financial operations and human

resources administration in a public sector or education environment.

Experience supporting unionized environments and collective

agreement administration.

Professional designation such as CPA or CPHR is an asset.

Experience working respectfully within Indigenous contexts

is an asset.

Knowledge, Skills, And Abilities

Strong understanding of public sector financial practices

and controls.

Working knowledge of human resources processes, employment

legislation, and collective agreements.

High level of accuracy, organization, and attention to

detail.

Ability to manage confidential information with

professionalism and discretion.

Strong interpersonal and communication skills.

Ability to manage multiple priorities and support senior

leadership effectively.

Working Conditions

Based at the School District Office (Hybrid model

considered)

Occasional travel within the district may be required.

Occasional evening work may be required to support budget

cycles or operational deadlines.
