Senior Program Specialist

The Family Support Division (FSD) is seeking candidates to fill the position of Senior Program Specialist-RSB. This position is within Rehabilitation Services for the Blind (RSB) and is based at 615 Howerton Court in Jefferson City (Cole County). This position will report directly to the Policy Development Coordinator for RSB, Ellen Clapper.

Duties and responsibilities of this position include, but are not limited to:

• Manage, develop and maintain agency quality standards for compliance with state and federal regulations for the Vocational Rehabilitation (VR) program via training and staff development programs;
• Manage all aspects of training programs for RSB employees including training and policy implementation;
• Consult with agency leaders and work teams to determine present and/or future organizational and individual development needs;
• Manage all phases of agency Quality Assurance program including researching with the use of Quality Assurance instruments and case reviews;
• Serves as the organizations lead expert in the Tableau platform.
• Manage agency training programs for RSB employees resultant from data obtained in Quality Assurance Reviews (Case Reviews and 911 Reporting data);
• Provide agency representation on boards and committees relevant to VR program and WIOA;
• Manage across the six district offices from an administration level case reviews, training, report compilation and trend identification;
• Focus on transition services for blind/visually impaired to provide VR clients with the services and equipment necessary for them to regain, retain or advance in their employment which includes transition services for school age youth in meeting post secondary education and employment goals;
• Daily decision making responsibility for daily operational, programmatic and strategic Quality Assurance and Training program initiatives;
• Monitor and provide reports from annual statewide case reviews and periodic case management case reviews including sending correction requests to the State and/or local RSB offices;
• Responsible for validating, correcting, and submitting our quarterly federal case service report
• Observe, analyze and troubleshoot program operations for compliance, develop proposals for prospective changes and monitor implementation of new policies and procedures;
• Assist with the training and staff development portions of the four year state plan to be submitted to the RSA describing what training in provided to RSB employees and how training is and will continue to be provided; and
• Special projects and other duties as assigned.
  
  

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in the following: Criminal Justice, Education, Psychology, Sociology, Social Work, Family and Child Development, Human Services, Counseling, Public or Business or Health Care Administration, Nursing, Physical Rehabilitation, Occupational Therapy, Dietetics, Nutrition or a closely related field; and

Four or more years of professional experience in protective services for children; self- sufficiency/income maintenance; child support; in-home services; programs for blind or visually impaired persons; Medicaid or other health insurance programs; nursing; health care or health delivery system; pharmacy or pharmacology; treatment and education of adjudicated juveniles; juvenile delinquency prevention programs; or resource, financial or legal investigations.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education. Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned credit hours for one year.)

Experience working with visually impaired individuals and/or within the RSB programs is not required.

Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
