NESST Singapore Limited (NESST) is a company limited by guarantee, set up by the Ministry of Manpower (MOM) to operate the two MOM-owned Purpose-Built Dormitories (PBDs) for migrant workers. The set up of the CLG is part of MOM’s commitment to fortify migrant worker housing for greater resilience and liveability.

NESST’s vision is to Nurture and Engage a community of Support to Shape and Transform migrant work housing and management for the future. NESST’s direct management of the new PBDs in partnership with the private sector, aims to bring on board expertise and insights from both within and outside the dormitory industry.

Through proactive engagement with public and private stakeholders, NESST drives best practices, pioneer scalable solutions, and advocate for a progressive, future-ready housing ecosystem. By shaping standards and championing transformation, NESST strives to create a more sustainable, inclusive, and resilient model for migrant worker accommodations in Singapore and beyond.
