About Maryland Office of Social Equity
The Maryland Office of Social Equity was established by the Cannabis Reform Act of 2023 to promote fairness, accountability, and equitable participation in the state's adult-use cannabis market. The Office works to ensure that communities disportionately impacted by cannabis prohibition benefit from new economic opportunities through education, outreach, technical assistance, and reinvestment.
Effective October 1, 2025, the Office of Social Equity became part of the newly created Maryland Department of Social and Economic Mobility (DoSEM), a department designed to advance equity, opportunity, and economic inclusion across state programs and initiatives. As part of DoSEM, the Office continues its mission to build a more inclusive and sustainable cannabis ecosystem.
