About BIPART
BIPART is a Belarusian think tank in exile, founded in 2012. We focus on governance, public administration, and public finance in Belarus, combining deep local expertise with independent, evidence-based analysis outside a repressive environment.
In a context where open discussion on reform is severely limited, BIPART helps shaping a forward-looking vision for democratic change. We offer international partners context-based research and a strong understanding of Belarus’s political and economic dynamics. For Belarusian audiences, we provide accessible insights into how public administration works and how it can become more effective, filling a critical gap in public debate.
We produce research, policy recommendations, expert blogs, and educational programs in partnership with universities. Our geographically diverse team brings varied professional backgrounds and a proven track record of delivering EU-funded projects.
