New data from Cotality shows that ADU construction permits in California are now neck-and-neck with single-family home permits. What was once a niche workaround has become a primary driver of new housing supply statewide.
The numbers tell the story:
- Before 2016: 211 total legal ADUs built in the county's entire history
- 2020–2024: 5,200+ ADUs permitted in just five years
- Current Bay Area median list price: $1.2 million (California: $ 900k)
- Land cost for developers: $3M–$9M per acre, depending on location
When land costs make traditional homebuilding nearly impossible to pencil out, ADUs become the rational alternative. They use land that already exists, infrastructure that already serves it, and add square footage that the housing market desperately needs.
Most people still think ADUs are a side bet. The data says they've become the main event. Cotality's economist Matt Delventhal put it plainly: affordability won't meaningfully improve in California anytime soon, and that means the economic incentive to build ADUs stays strong.
