Vietnam's Carbon Finance Leadership at Da Nang High-Tech Climate Hub

VIFC DA NANG: CARBON, CLIMATE FINANCE AND HIGH TECH-DRIVEN RESILIENCE HUB

On May 5th, our team had the privilege to join a three-hour strategic working session in Da Nang with the leaders of VIFC Da Nang, provincial leaders, economists, banking and capital markets specialists.

We were honored to exchange with Hồ Kỳ Minh, Đặng Đình Đức, Huỳnh Liên Phương, Oscar Machiaria Njuguna, Kevin Iwanaga Bruce, Đặng Tùng Lâm, Nguyễn Thế Anh Tuấn, Phạm Nguyễn Hoàng Yên, Bùi Quang Bình, Nguyễn Hoàng Hà, and Ngô Tấn Hưng.

Our CVO Betty Pallard with @Thai Tran, among the top global experts in carbon finance, and @Do Huu Luong, ASEAN PPP policy expert, agroforestry and land-use strategist, we contributed to the necessity of a Carbon Economy Sandbox and came with a pipeline of projects designed for Central VN and VIFC Da Nang.

Vietnam is building the legal and institutional foundations through Decree 06/2022/ND-CP, Decree 119/2025/ND-CP, Decree 112/2026/ND-CP, Decree 323/2025/ND-CP, Resolution 222/2025/QH15, and emerging sandbox mechanisms under the VIFC framework.
Vietnam already loses around 1–1.5% of GDP annually from natural disasters, with climate impacts estimated at $10 bn in 2020, with projections to 12–14.5% of GDP by 2050 without adaptation pathways.

This is why Central Vietnam matters. From Da Nang and Hue to Quang Nam, connecting coastal zones, forests, tourism, transport, infrastructure, renewables, and agroforestry, the region can become a high tech-driven climate hub.

Our ecosystem brings experience from 162 carbon projects across 17 countries, avoiding approximately 90 million tons of CO2 emissions annually, with a pipeline approach now tailored to the VIFC Da Nang context. With our Active Data Intelligence tool SUSTAINIFY, we can enable monitor and manage different projects and sectors at scale with climate risk integration.

The sandbox is not a carbon trading shortcut. It is a controlled policy and market testing environment where data, MRV, climate-risk scenarios, traceability, investor confidence, project eligibility, and finance readiness can be structured with discipline.
