Millions of people in England and Wales own their homes through the leasehold system, yet for too many this has meant rising costs, unreasonable managing agents, and feeling trapped in a system they cannot control. Today, the Housing, Communities and Local Government Committee has published its report on the draft Commonhold and Leasehold Reform Bill.
Whilst the Bill represents a significant step forward, our report calls on the government to go further and faster:
- Bringing the £250 ground rent cap into force by late 2027.
- Establishing an independent property management regulator with powers to sanction and delicense rogue agents;
- Making commonhold the default on freehold enfranchisement; enacting the Law Commission’s recommendations;
- And introducing the final bill in autumn 2026.
