Wales has a well-established reputation in advanced manufacturing, world-leading university research, and a thriving creative sector. However, our inquiry identified significant barriers to inward investment: a fragmented landscape with multiple layers of government, no single point of contact for prospective investors, and insufficient transparency around investment data and outcomes. These structural challenges are limiting Wales' ability to compete for the international investment it merits. Our report makes a series of recommendations, including the establishment of a dedicated Welsh investment agency and an annual report on inward investment performance, to ensure that policymakers and investment teams have the information they need to act decisively.
